EXPERT EVALUATION OF THE PROBLEMS OF PUBLIC ADMINISTRATION IN THE CONTEXT OF REFORMING THE HEALTH CARE SECTOR

The aim of the work. To study the problems of public administration in the context of health care reform and the development of medical technology assessment (MTA).
Materials and Methods. Expert survey using a Google-form questionnaire (period: September-December 2023). The selection of experts (n = 164) to participate in the survey was carried out purposefully (criteria: competence in public administration, reform of the health care sector, experience in management positions at various levels). The following methods were used to process and interpret the results: statistical descriptive, logical, and graphical.
Results and Discussion. The experts' opinion on the state and problems of public administration in the sphere of health care and pharmacy was studied. It was found that 2/3 of the respondents consider it important to implement the principles of public administration. The main problems are: imperfect legislation (47%), bureaucratic obstacles (44%), lack of effective interaction between the levels of management at the sector and at the state levels (37%). Experts generally assess the level of implementation of MTA in Ukraine and its impact on the health care system as positive. According to the respondents, the introduction of the MTA will significantly improve the situation with regard to increasing the efficiency of medical care and pharmaceutical provision.
Conclusions. According to the results of the expert survey, the main problems of public administration in the health care system and pharmacy were identified. Priority areas for improving public administration to implement the European principles of good governance have been identified, taking into account the specifics of the branch and the importance of adhering to a patient-centered approach and achieving a social and economic effect.
