ANALYSIS OF THE IMPLEMENTATION OF THE STATE REIMBURSEMENT PROGRAM AS A COMPONENT OF ENSURING THE AVAILABILITY OF PHARMACEUTICAL AID TO THE POPULATION

The aim of the work. Analysis of content of registers of reimbursed medicines and the main indicators of financial and social support of the "Affordable Medicines" program (AMP) in order to determine the main trends in its development during 2017 –2023.
Materials and Methods. The objects of research have been 14 Orders of the Ministry of Health of Ukraine on approval of the registers of reimbursed medicines for 2017-2023 and dashboards data of the National Health Service of Ukraine (NHSU). The research used methods of generalization, systematization, retrospective, analytical, comparative, mathematical-statistical and content analysis, and graphical methods.
Results and Discussion. A comparative retrospective analysis of reimbursed medicines registers has showed us that over six years, the AMP has expanded in natural terms by 2 times (for INNs and nosologies) and 2.6 times (for TNs). A general analysis of pharmaceutical manufacturing companies showed the distribution of domestic and foreign manufacturers in the registers in the ratio of 24 to 76 % in favor of foreign ones. The analysis of the amount of financing of the AMP by the government has showed positive trends in the amount of planned funds, which is entirely covered the expenses. According to NHSU dashboards data, the number of pharmacies, which are working under reimbursement program, has doubled over the past 6 years. During 2017–2023 the APM functioned successfully, which led to a 4-fold increase in patient compliance with the "Affordable Medicines" program.
Conclusions. The conducted studies confirmed that the reimbursement program helps to reduce the prices of essential medicines, increases the volume of their consumption, increases their physical and economic affordability, promotes the rational use of budget funds and, the most important, improves the quality of Ukrainians’ life.
