PHARMACEUTICAL PROVISION OF THE POPULATION UNDER MARTIAL LAW: ANALYSIS AND PROSPECTS

Abstract

The aim of the work. Justification of the need to develop and implement a complex of regulatory and methodological solutions aimed at increasing the stability of the functioning of the structural elements of the subsystem of pharmaceutical provision of the population and training pharmaceutical specialists to work in extreme conditions of martial law.
Materials and Methods. In the research process, methods of observation and generalization, content analysis, synthesis and formalization were used. The subject of the study was official sources of information, statistical data, scientific publications, legislative and regulatory acts related to the pharmaceutical industry.
Results and Discussion. The article analyzes the current state of regulatory and legal regulation of pharmaceutical provision of the population of Ukraine under martial law. There is a well-founded need to develop and implement a set of regulatory and methodological solutions aimed at increasing the stability of the functioning of pharmacies and training pharmaceutical specialists to work in extreme conditions of martial law through the obligatory implementation of predetermined measures in all structural elements of the subsystem of pharmaceutical provision of the population, regardless of their form property.
Conclusions. The analysis of legal acts regarding the principles of state management of pharmaceutical provision of the population in conditions of martial law shows that they do not provide for measures aimed at full and timely pharmaceutical provision of the affected population, medical formations and hospitals. The improvement of the current subsystem of pharmaceutical support for the affected population in the conditions of martial law is possible only on the basis of a single theoretical and methodical base, taking into account the principles of state management, through mandatory implementation of predetermined measures in all structural elements of the subsystem, regardless of the form of their ownership.
