ANALYSIS OF TRENDS IN THE REIMBURSEMENT PROGRAM "AFFORDABLE MEDICINES" IN UKRAINE

The aim of the work. To analyze the implementation of the goverment reimbursement program "Affordable Medicines" for outpatient treatment of essential medicines for patients with cardiovascular disease, type II diabetes and asthma in 2019–2020.
Materials and Methods. The study objects were data from e-dashboards of the National Health Service of Ukraine, which were first implemented with the support of the Ministry of Health during 2019–2020; the content of Resolutions of the Cabinet of Ministers of Ukraine and Orders of the Ministry of Health of Ukraine, respectively. We used methods: frequency analysis, comparative analysis, logical and systematic content analysis.
Results and Discussion. We developed a method of analysis of reimbursement program, taking into account zoning of the territory of Ukraine in 5 macroregions and analyzed the following indicators: budget funding of the program; the number of prescribed and repaid e-prescriptions from April 1, 2019; distribution of e-prescriptions in the program by age and gender of patients; structure of pharmacies by form of ownership and type of settlement.
It was found that the amount of budget funding for the "Affordable Medicines" program in 2020 increased 3 times compared to 2017. The number of pharmacies in 2020 increased 1.84 times compared to the start of the program. Most of involved in the program pharmacies are located in the cities of the Western and Central macroregions. During 2019–2020 more than 50 % of e-prescriptions were prescribed for these INNs: bisoprolol, clopidogrel, enalapril and amlodipine.
Conclusions. The analysis of the reimbursement program revealed an increase in the number of pharmacies by 1.84 times compared to the start of the program in 2017. According to the regional distribution and analysis of indicators, the highest growth rates are found in the Southern macroregion. During the study period, more than 50 % of all e-prescriptions for the treatment of hypertension were prescribed for medicines such as bisoprolol, clopidogrel, enalapril and amlodipine.
