ASSESSMENT OF THE INFLUENCE OF EXTERNAL AND INTERNAL ENVIRONMENTAL FACTORS ON THE PHARMACEUTICAL SAFETY OF THE STATE

The aim of the work. To find out the level of influence of external and internal environmental factors on pharmaceutical safety (PhS) in Ukraine.
Materials and Methods. Research material: 39 factors influencing PhS, pre-selected using qualitative TOWS analysis. Methods used: observation, survey combined with expert assessment, quantitative TOWS analysis, mathematical statistics, comparison, generalization.
Results and Discussion. It was found that for the state's PhS from the category "Threats" the following factors were very significant: T4. Corruption and incompetence and inefficiency of the state administration system and T1. Full-scale Russian aggression against Ukraine; from the category "Opportunities" significantly promising - O5. Restoration of the territorial integrity of the state and O6. Formation of the legislative framework for state management in normal conditions and in conditions of emergency and martial law; from the category "Weaknesses" close to a very significant disadvantage - W7. Devaluation of the pharmaceutical profession; from the category "Strengths" close to a significant advantage - S4. Implementation of the program of state guarantees of medical care for the population, S5. Social programs to support the health of the population of Ukraine and S3. Introduction of new technologies (social networks, Internet trade, digitalization, robotics, AI, 3D modeling) in pharmacy.
Conclusions. According to the expert assessment, a high level of assessment of the impact of all factors on the state's FS was revealed, namely: 10 factors were included in the segment "essential threat - very significant threat", 7 factors - in the segment "essential prospect - significant prospect"; 14 factors - in the segment "essential - disadvantage - very significant disadvantage"; 8 factors - in the segment "essential advantage - significant advantage". Based on the final assessment of the quantitative TOWS analysis, the need to develop a strategy for the PhS of Ukraine.
