Abstract. The article provides information on the legal and educational support of the educational process of higher medical education and the selection process for study in countries such as France, Japan and Hong Kong, based on a review of the pedagogical literature. The staffing of the organization of the educational process of higher medical education and the process of selection for study outside our country is considered. Based on the analysis of psychological and pedagogical literature, theoretical and methodological approaches to building an internal system of quality assurance in higher education, based on competence and student- and teacher-centered approach to the educational process.
