Abstract

The level of development of society, achievements in establishing the principles of democracy and humanism can be
assessed by the attitude towards children with special needs. If previously the care of such citizens was mostly declarative, now we see a systematic solution to problems that have accumulated over the decades. This is due to changes in government, the desire to achieve European standards, and the need to use the capabilities of each individual. The analysis of normative documents and results of scientific researches allows concluding the necessity of specification of the basic concepts’ system, the generalization of regional experience, and studying of advantages and lack of local governments’ activity.
