STAFFING NEEDS OF THE REHABILITATION SERVICE OF UKRAINE

Purpose: To analyze the state of personnel training and the human resource capacity of Ukraine’s rehabilitation service. Materials and Methods. The information base included analytical dashboards of the National Health Service of Ukraine (NHSU) for 2021–2024, statistical digests of the Ministry of Health of Ukraine, WHO Europe reports, as well as publications on human resource policy in physical and rehabilitation medicine and materials from leading analytical portals. The study also used the results of a sociological survey of 130 respondents (87 physicians and 43 heads of rehabilitation centers) conducted in 2025. The methods applied were questionnaire-based surveys, statistical analysis, and content analysis of respondents’ answers. Quantitative indicators (%, number of responses) and qualitative analysis of suggestions were used for data interpretation. Results. The survey revealed a shared understanding of the critical workforce shortage and the need to update the professional training system. Physicians predominantly emphasized low wages, excessive workload, and an insufficient number of young specialists. Managers highlighted inadequate funding, the absence of incentive programs, and the need to improve management mechanisms. Both groups identified continuous education, strengthening human-resource policy, and the development of multidisciplinary teams within hospital clusters as priority directions. The findings also confirmed a significant demand for the digitalization of service recording and monitoring, the standardization of protocols, and the enhancement of staff qualifications. These results made it possible to formulate scientifically grounded recommendations for optimizing human-resource policy and developing the rehabilitation service within hospital clusters. Conclusions. A survey of 130 respondents (87 physicians and 43 health facility managers) revealed a shared understanding of the critical workforce shortage and the need to update the professional training system. Physicians primarily emphasized low wages, excessive workload, and an insufficient number of young specialists. Managers highlighted inadequate funding, the absence of incentive programs, and the need to improve management mechanisms. Both groups identified the development of continuous education, strengthening of workforce policy, and the formation of multidisciplinary teams within hospital clusters as priority directions. The results also confirmed a substantial demand for digitalization of service accounting and monitoring, protocol standardization, and staff upskilling. These findings made it possible to develop scientifically grounded recommendations for optimizing workforce policy and advancing the rehabilitation service within hospital clusters.
