HUMAN RESOURCE SUPPORT FOR THE PUBLIC HEALTH SYSTEM IN THE CONTEXT OF OVERCOMING THE CONSEQUENCES OF MILITARY ACTIONS

Purpose: to provide a scientific justification for optimal solutions in human resource support for Ukraine’s public health system in the context of overcoming the consequences of military actions (based on the example of regional Centers for Disease Control and Prevention). Materials and Methods. To achieve the study’s objective, research was conducted at the State Institution «Cherkasy Regional Center for Disease Control and Prevention of the Ministry of Health of Ukraine» and the State Institution «Sumy Regional Center for Disease Control and Prevention of the Ministry of Health of Ukraine» (RCDCP). The data sources included: the regional program «Medical Personnel»; the «Population Health Status Report» for 2018–2024; and a sociological survey conducted among 214 specialists assessing the effectiveness of service delivery to the population under frontline conditions in the Sumy region. The following research methods were applied: epidemiological method – to assess the impact of human resources on the sanitary-epidemiological situation and to determine the influence of destabilizing risk factors on public health; sociological method – to evaluate the impact of risk factors on population health; statistical method – to identify trends and dependencies; modeling method – to forecast personnel needs using Microsoft Excel software tools; SWOT analysis to identify threats in the industry's personnel policy. Results. The analysis of human resource provision in the public health system, based on the example of RCDCPs, demonstrated that human capital is among the most vulnerable components. The key challenges for epidemiological surveillance at the regional level include a shortage of specialists in epidemiology, insufficient intersectoral cooperation, and limited technical and methodological resources. Conclusions. Strengthening the human resource capacity of Ukraine’s public health system should be achieved through: promoting the prestige of the profession at the legislative level; developing a system of continuous professional development using modern and innovative formats; establishing effective intersectoral and interregional coordination, based on unified protocols and integrated information systems for epidemiological surveillance of infectious and non-communicable diseases at all levels of system management.
