THE TRANSITION OF THE MEDICAL SERVICE IN THE KYIV PROVINCE TO THE ZEMSKA MEDICINE AND ITS RESULTS

Abstract

The object of the work: to elucidate the transition of the medical service from the departmental medicine to the zemska medicine in the Kyiv province.

The sources are: the legal documents, reports of the Medical-sanitary bureau of the Kyiv province zemski management, reports about the conditions of the people health and organization of the medical service in Russian empire, statistical materials.

The methods are: systematic approach, historico-critical method, content-analysis, problematical and chronological, historiographical analysis and statistic method.

In spite of the progressive changes in the organization of the departmental medicine in the Kyiv province, the situation in the medical service, especially in the country-side, evidently was behind from zemski provinces, where zemska medicine had been established  in 1865 – 1866. The implantation of the “simplified” zemski system in 1904 in the Kyiv province favoured the further development of medical service. This measure assisted the further increase of expences on the medicare, of the medical establishments and physicians, the improvement of medicare. In 1911 in the Kyiv province the full zemski system was introduced but it did not obtained the real development because of the beginning of the First world war.

The results: the implantation of the zemska medicine in the Kyiv province once again proved its advantages above the departmental medicine.
