INTRODUCTION OF THE BUDGET INSURANCE MODEL OF THE HEALTHCARE SYSTEM ON PRINCIPLES OF PUBLIC-PRIVATE PARTNERSHIPS

Purpose: scientific substantiation of introduction of public-private partnership on the basis of budgetary medicine and voluntary medical insurance.
Materials and methods. The study was based on the data of the global and national literature, evidence-based activity and resource providing for health care Sumy region facilities, financial possibilities of insurance companies, which are carrying out insurance services on the basis of voluntary medical insurance in this area. The method of the system approach and methods of medical and social researches has been applied.
Results. In market conditions of limited government funding of health care introduction of public-private partnership using the institutional approaches is one of the main ways of quality and accessibility of medical care improvement. The model of management health care system in the conditions of budgetary and health insurance at regional level has been developed.
Conclusions. Using of systematic approach as method has allowed to define organizational and managerial principles of budgetary-insurance model.
