REFORMING EDUCATIONAL PROGRAMS IN INFORMATION TECHNOLOGIES IN THE MEDICAL FIELD: SCIENTIFIC JUSTIFICATION FOR THE DEVELOPMENT OF DIGITAL PROFESSIONAL COMPETENCIES IN THE CONTEXT OF MODERN REQUIREMENTS

Abstract. Relevance of the study. The digital transformation of healthcare has become a decisive factor in the modernization of clinical practice, management, and medical education. According to the Global Strategy on Digital Health 2020–2025 of the World Health Organization (WHO), the priority areas include interoperability, data security, and the development of staff competencies as the foundation for improving the quality and accessibility of healthcare. Purpose of the study. To provide a scientific rationale for improving educational programs in information technologies within the medical field by conducting a comprehensive assessment of digital competencies among nursing staff and medical students (based on the case of Zhytomyr region). Methods of the study. Theoretical – analysis of scientific literature and strategic documents; empirical – surveys, testing, and the online tool “Tsyfrohram”; statistical – quantitative data processing; systems analysis – interpretation of results and formulation of recommendations. Results of the study. Assessment of digital competencies across five domains – General digital literacy, Data in the Electronic Health System (the national eHealth system of Ukraine) and information systems, Communication and interaction, Tools and applications, and Digital transformation – demonstrated a higher level of knowledge among practicing nurses compared to students. The gaps increased from basic skills to organizational and managerial competencies, underscoring the importance of practical experience. The largest deficiencies were observed in the domains of digital tools and transformation, which highlights the need to strengthen educational modules on telemedicine, cybersecurity, innovative technologies, and clinical decision support systems. Conclusions. The proposed model for modernizing educational programs is based on a modular structure, integration of cross-cutting digital components into core disciplines, implementation of a training medical information system and simulation methods, as well as the development of teaching competencies. The expected effect is the alignment of learning outcomes with real-world professional demands, reduction of the adaptation gap in the workplace, and enhancement of healthcare workers’ readiness to effectively utilize digital technologies in clinical practice.
