INSTRUMENTS FOR ASSESSING THE VIEWS OF HEALTHCARE MANAGERS ON QUALITY ASSURANCE IN OBSTETRIC AND GYNECOLOGICAL FACILITIES

Purpose: to substantiate and develop instruments for assessing the views of healthcare managers regarding the quality assurance of obstetric and gynecological care in healthcare institutions. Materials and Methods. Bibliographic review, content analysis, and information-analytical methods were applied. The empirical basis of the study included scientific literature, WHO and WHO Regional Office for Europe strategies and programs, and national regulatory acts governing healthcare quality assurance. Results. The analysis of strategic, programmatic, and regulatory documents at the international, regional, and national levels demonstrates that healthcare quality remains a top priority in public health policy. Quality assurance is particularly critical in obstetric and gynecological services due to the high level of responsibility for maternal and child health and the imperative of providing care that is safe, effective, and ethically sound. Healthcare managers play a pivotal role in quality assurance through their managerial decisions, which directly affect service quality, by providing feedback on policy implementation, applying practical experience to address challenges, and shaping organizational culture. In view of the importance of understanding the perspectives of managers in obstetric and gynecological institutions, a research tool was developed in the form of a structured questionnaire. It consists of sections addressing general characteristics, evaluation of the existing quality assurance system, and the identification of key challenges, barriers, and potential solutions. Conclusions. Applying the proposed instrument in sociological research among healthcare managers of obstetric and gynecological facilities will help identify systemic quality gaps, determine their underlying causes, and outline pathways for continuous quality improvement.
