PLANNING THE ACTIVITIES OF A PRIMARY MEDICAL CARE INSTITUTION STRATEGY AND TACTICS FOR A FIVE-YEAR PERSPECTIVE IN THE MODERN CONDITIONS OF UKRAINE

Abstract

Purpose: to analyze the potential effectiveness and comprehensiveness of the approach to planning the activities of a primary health care institution using the example of the Municipal Non-Profit Enterprise (MNPT) «Center for Primary Medical (Medical and Sanitary) Care» (CPMC) of the Berezhany City Council of the Ternopil region in modern conditions. Materials and methods. SWOT analysis was used to present a strategic vision for the development of a primary care facility. Results. The proposed strategy and tactics of the primary health care institution outlines a holistic, realistic and comprehensive approach to the development of the MNPT «CPMC» in the face of challenges facing the primary health care system of Ukraine. It takes into account modern requirements of the National Health System of Ukraine, community needs, global trends in the field of health care and key priorities of reforms. This strategy focuses on five main pillars: organizational capacity through an effective management model, personnel renewal and institutional sustainability; digital transformation through the implementation of telemedicine, electronic document management, chatbots, mobile applications and feedback systems; quality and continuity of medical services through standardization of clinical routes, quality control, practice audits and staff training; financial transparency and efficiency through clear budget planning, cost monitoring, reporting and openness to external audit; public trust and partnership through systematic communication with residents, local governments, public associations. Conclusions. The implementation of this strategy will strengthen the human resource base and update approaches to personnel management; ensure digital accessibility of services regardless of the patient's remoteness; optimize costs and ensure the financial stability of the institution; increase citizen satisfaction with the quality and convenience of medical services; turn the MNPT «CPMC» into an exemplary institution for the region and the state.
