ALGORITHM FOR FORMING AN ELECTRONIC REFERRAL FOR FUNCTIONAL STATUS ASSESSMENT: THE ROLE OF FAMILY DOCTORS AND SPECIALIZED PHYSICIANS

Abstract

Objective. To highlight organizational issues in the mechanism of generating electronic referrals for assessing the patient’s functional status and to investigate the role of family doctors and specialized physicians in this process. Materials and Methods. The study is based on the analysis of key regulatory and legal documents, including the Laws of Ukraine, resolutions of the Cabinet of Ministers, orders of the Ministry of Health, webinar materials, and dashboards of the Ministry of Health of Ukraine. Analytical and bibliosemantic methods as well as content analysis were applied. Results. A thorough analysis of the main regulatory and legal documents governing the implementation of a new system for assessing everyday functioning in Ukraine revealed the algorithm for forming an electronic referral for the assessment of a patient’s functional status. The study identified key stages of the process that ensure transparency, promptness, and accuracy of the assessment, as well as the integration of digital tools to facilitate access to services. Challenges and potential risks associated with the implementation of the electronic system were analyzed, particularly issues of personal data protection and technical support. The findings confirm the importance of further optimizing the algorithm to enhance the effectiveness of the medical and social expertise system and to ensure equal opportunities for patients throughout Ukraine. Conclusions. The introduction of electronic referrals within the system for assessing everyday functioning increases the effectiveness and transparency of medical and social expertise in Ukraine. The new algorithm facilitates process optimization and ensures timely functional status assessments for patients.
