REGULATORY AND LEGAL FRAMEWORK FOR THE IMPLEMENTATION OF THE ASSESSMENT OF THE INDIVIDUAL’S DAILY FUNCTIONING AND ORGANIZATIONAL ASPECTS OF REHABILITATION

Abstract

Purpose: to analyze the main regulatory and legal documents governing the introduction in Ukraine of a new system for assessing the individual’s daily functioning in the context of the implementation of the reform of medical and social expertise, to study changes in the current strategy for improving the organization of rehabilitation care in the public health system. Materials and Methods. The research materials were the basic regulatory and legal documents: decrees of the President of Ukraine, laws of Ukraine, resolutions of the Cabinet of Ministers of Ukraine, orders of the Ministry of Health. The study used analytical and bibliosemantic methods, methods of content analysis, structural and logical analysis, theoretical and methodological analysis as well as synthesis. Results. The assessment of the individual’s daily functioning is a qualitatively new approach to the processes of establishing and extending disability status, determining the need for rehabilitation measures and providing persons with disabilities with auxiliary rehabilitation aids and medical devices, as well as the need for services in other areas of life. The use of innovative approaches to the work of expert teams is based on strict adherence to the principles that guarantee a professional and objective assessment of the individual’s daily functioning. An important result of the implementation of the reform and the new assessment concept is the digitalization of almost all processes of assessing the individual’s functional state, its simplification, ensuring transparency and accessibility, and avoiding corruption risks. The introduction of an electronic system for assessing the individual’s daily functioning regulates the procedure for entering information on the results of the assessment in order to unify and objectify decision-making based on the results of the assessment, control over decisions and automated exchange of information between state bodies, enterprises, institutions, organizations, as defined by law. Conclusions. The analysis showed the expediency and timeliness of fundamental changes in the field of medical and social expertise, establishment or revision of the group, cause, and duration of disability. Organizational changes in the rehabilitation processes in the field of public health are based on innovative approaches to the individual rehabilitation program for persons with disabilities.
