SYSTEMIC TRANSFORMATIONS OF HEALTHCARE MANAGEMENT MECHANISMS IN THE CONTEXT OF REFORM

Purpose: to theoretically substantiate the directions of systemic transformation of healthcare management mechanisms in Ukraine under the conditions of industry reform and post-war reconstruction. Materials and methods. The study employed a complex of scientific methods: systems analysis – to study the healthcare system as a holistic management object and investigate relationships between its elements; comparative analysis – to compare different scientific approaches and study international experience; statistical analysis – to process data on industry financing; abstract-logical method – for theoretical generalization and formulation of conclusions. The research information base included legislative acts of Ukraine, official statistical data, scientific works of domestic and foreign scientists, and analytical materials from international organizations for the period 2019–2024. Results. The main directions of healthcare management mechanisms transformation under reform conditions have been determined. The current state of industry financing has been analyzed: total government healthcare expenditure in 2024 amounts to 201.7 billion UAH (less than 3% of GDP), of which 158.8 billion UAH is directed to implementing the medical guarantees program. It has been established that the industry’s operational efficiency depends on implementing public-private partnership models and strengthening intersectoral interaction. International experience in implementing public-private partnerships in healthcare systems of developed countries has been studied, and possibilities for its adaptation in Ukraine have been identified. The necessity of implementing strategic industry management has been substantiated, which involves developing a long-term development strategy, creating an institutional framework for PPP project implementation, strengthening intersectoral interaction through establishing coordination bodies and developing network management structures. Conclusions. The necessity of systemic transformation of healthcare management mechanisms based on public- private partnership has been substantiated. It has been determined that strengthening intersectoral interaction, implementing new financing mechanisms, and modern medical service quality assessment systems will improve the industry’s operational efficiency even under conditions of limited resources and post-war reconstruction.
