RELEVANCE AND CONCEPTUAL APPROACHES OF REFORM OF MILITARY MEDICAL AND MEDICAL SOCIAL EXPERT COMMISSIONS AND DIGITALIZATION OF THEIR EXPERT ACTIVITIES UNDER THE CONDITIONS OF THE STATE OF MARTIAL LAW

Purpose: development and implementation of the algorithm for reforming the military-medical and medical-social expert commissions (MMC and MSEC) and digitization of their expert activities in the conditions of martial law.
Materials and Methods. Laws and by-laws, orders of the Ministry of Defense and the Ministry of Health of Ukraine, and scientific research on the medical examination of military personnel and its digitalization were analyzed. Structural and functional and SWOT analysis, modeling and forecasting methods were used.
Results. The reform of the MMC and MSEC is aimed at convenient and fast service of military personnel, in connection with which an algorithm of their joint work has been developed and the main stakeholders of the reform of the MMC and MSEC and the digitization of their expert activities in the conditions of martial law have been determined.
Increasing the level of organization of the medical staff of the MMC and MSEC involves updating medical knowledge, training in organizational aspects, ensuring social inclusion and ethics, using information technologies, building communication skills, and participating in educational programs, seminars, conferences, and practical training.
The advantages and efficiency criteria of the digitalization of the activities of the MMC and MSEC are fast and effective adoption of clinical and management decisions, improvement of the objectivity of expertise, remote work and telemedicine, quick access to medical information, real-time monitoring of the condition of military personnel, optimization of work processes, effective statistics management and data analysis, maximum security and information protection, and automated appointment and control of patient treatment. The main aspects of digitalization of the work of the MMC and MSEC are the use of electronic technologies, the automation of the activities of the MMC and MSEC, the use of cloud and telemedicine technologies and artificial intelligence (AI).
Conclusions. A comprehensive approach to solving the issues of reforming the MMC and MSEC in the conditions of martial law allows for a comprehensive study of the problem and the development of effective solutions for reforming the MMC and MSEC and digitizing their expert activities.
