METHODOLOGICAL FEATURES OF COMPETENCE ASSESSMENT OF PUBLIC HEALTH SPECIALISTS AND MANAGERS IN THE HEALTH CARE SYSTEM

Purpose: to analyze the methodological features of assessing the competencies of public health specialists and managers in the health care system
Materials and Methods. The study analyzed the methods of evaluating employees to determine the optimal set of competencies of public health specialists and managers in the health care system. The methods of comparative analysis are used. In the process of research, general scientific and special methods of knowledge of economic phenomena and processes were applied: comparative and statistical analysis, the method of logical generalization - in the study of existing approaches to the essence of competences.
Results. As a result of the study, the stages of developing a system for assessing the competencies of public health specialists and managers in the health care system are proposed, namely, the definition of assessment criteria, organizational and technical support, documentation and monitoring.
Conclusions. At the stage of determining the evaluation criteria, it is important that a competency model is developed for each position. The second stage “Organizational and technical supportˮ involves the use of an integrated approach to the use of effective tools and effective motivational methods and feedback at all management levels in the evaluation process. The documentation stage is the development by the personnel department of the necessary documents (regulations, instructions, evaluation forms, etc.) that regulate the evaluation system. Monitoring of the assessment system enables the development and implementation of preventive measures to prevent assessment subjectivity.
