Abstract

Purpose: to develop a management optimization strategy in the sphere of public health of Ukraine using an integrated approach and system analysis.

Materials and Methods. The following methods were used in the research: system analysis, statistical method, complex assessments and dynamic analysis.

Operational and reference information on strategic management approaches taking into account modern global challenges and systemic changes in the field of public health on the platform of the information database of the Center for Public Health of the Ministry of Health of Ukraine, regulatory and legal documents, in particular the Law of Ukraine "On the Public Health System" was analyzed I".

For the analysis of resource and personnel management processes, official reports of the communal non-profit enterprise “Trostyanetsky Center of Primary Medical and Sanitary Care” of Vinnytsia Region and “Vinnytsia Regional Center for Disease Control and Prevention” of Vinnytsia Regional Council were used.

Results. It has been established that the systemic approach involves consideration of public health management as a complex system that includes various elements, such as legislation, policy, financing, medical facilities, local self-government, public organizations. The use of an integrated approach contributes to the effective functioning of the public health management system and the achievement of positive results in preserving and improving the health of the population.

The results of the study confirm the need to implement a set of systemic measures in the activities of health care institutions in the field of public health and multidisciplinary medical organizations in order to improve the management of medical personnel.

Conclusions. A comprehensive approach makes it possible to optimize relationships between different levels of management in the field of public health, ensures more effective coordination of actions of management bodies, medical institutions, health care institutions of various types, non-profit organizations and the public.

The application of a systemic approach to the management of a health care institution provides an opportunity to improve the management processes in the field of public health and has a positive effect on the development of the health care system as a whole.
