AMENDMENTS TO CURRENT PUBLIC HEALTH LEGISLATION

Purpose: research of current regulatory innovations and rule-making activities in the field of public health.
Materials and Methods. The article analyzes current legal acts. The following complex of methods was applied: theoretical analysis, comparison, justification, generalization, systematization of theoretical and practical material, formulation and systematization of conclusions.
Results. The current normative legal acts are analyzed, which make it possible to systematize the argumentation of different approaches to understanding the essence and interrelationship of the concepts of “health”, “public health” and “public health system”. It is proposed to carry out rule-making activities in the field of public health through the prism of operational functions of the public health system. It was found that Ukraine is a supporter of the position of implementing modern international and regional standards in order to ensure the development of the public health system. Article 426 of Ch. 22 “Public Health” of the Association Agreement, which defines the cooperation of the parties in the field of health care in order to increase the level of human safety and protect his health with the integration of Ukraine into European health care standards. It has been proven that new legislation in the direction of overcoming tuberculosis modernizes our strategy in accordance with international standards. The analysis of international, regional and national standards in the field of public health forms an unresolved contradiction at the current stage of socio-economic, cultural and spiritual development of society in the search for the best measures to ensure the public health system. Analysis of the regulatory work of authorized bodies with the aim of ensuring the proper functioning of the public health system indicates their systematic approach.
Conclusions. The necessity of applying a systemic approach in rule-making activities on issues of regulation of legal relations arising in the field of public health has been proven. The expediency of further scientific developments on the issues of improving the legal regulation of the public health system and the expediency of their study and analysis in combination with normative project activities in this area are substantiated.
