SCIENTIFIC JUSTIFICATION OF THE OPTIMIZATION OF THE USE OF ELECTRONIC TECHNOLOGIES IN THE CONDITIONS OF THE DEVELOPMENT OF THE ELECTRONIC HEALTH PROTECTION SYSTEM

Abstract

Purpose: to generalize and interpret scientific information regarding the choice of health care reform strategies in Ukraine using information and communication technologies, risk assessment, barriers and innovative developments for their implementation.

Materials and Methods. A search for relevant literature was conducted in PubMed, Web of Science, and the electronic catalog of the National Scientific Medical Library of Ukraine with a time limit from 1998 to 2022. A Google Scholar search was used to identify studies that were missed during the search in academic databases.

Results. Methodological foundations are evaluated with an emphasis on conceptual principles of information support for management decision-making, which can be integrated into specific scenarios of creating an electronic health care system. Despite the fact that digitalization of medicine has been a significant component of scientific activity for a long time, the implementation of these principles remains a relatively slow process.

The intensity of the use of ICT in the industry is not only an objective criterion for the compliance of the health care system with modern requirements, but is also a powerful catalyst for the innovative development of the industry. The results of the analysis of scientific literature testify to the significant scale of the use of eHealth in the world, nationwide eHealth services are being created, including telemedicine, telepharmacy, electronic life and health insurance, distance education, etc. At the same time, it should be noted that the legislative toolkit, which defines the activities of the electronic management institute in the field of health care in Ukraine, is insufficiently developed.

Conclusions. The introduction of the institute of electronic management of the health care system in Ukraine is possible only if the problems of its implementation are systematically solved, which will bury the restructuring of the state management both of the entire eHealth system and of its individual elements, ensuring an increase in the efficiency and safety of providing medical services to the population.
