RELOCATION DURING THE STATE OF MARTIAL LAW: A COMPARATIVE ANALYSIS OF MEDICAL AID PROVISION TO CANCER PATIENTS IN LVIV AND DONETSK REGIONS

Purpose: to analyze the dynamics of the occurrence of oncological diseases in Donetsk and Lviv regions and the possibilities of treatment of patients with onco-pathology in modern circumstances.
Materials and Methods. We have analyzed the Ministry of Health (MOH) reports regarding the first detected (primary) diseases of malignant neoplasms (form No. 7) for the period of 2010–2022 and the indicators of the staffing of specialist oncologists in the Donetsk and Lviv regions for the last 5 years.
Results. The lowest level of staffing was in Donetsk region and it amounted to 0.19 per 10.000 population, while in Lviv region the level of staffing was higher than the average for Ukraine and was among the top five in Ukraine – 0.54 per 10.000 population. The incidence of onco-pathology in Lviv region in 2022 was higher than the average Ukrainian indicator and amounted to 307.9 cases per 100.000 population, while in Donetsk region it was significantly lower and was at the level of 126.2 cases per 100.000 population. The share of malignant neoplasms detected for the first time in men of Lviv region among all oncological diseases of men in Ukraine in 2022 accounted for 8.22 %, which is 4.8 times higher than in Donetsk region (1.72 %).
Conclusions. In Donetsk region, there is a clear tendency for the percentage of cancer patients in dynamics to decrease over the past nine years, while in Lviv region there is a tendency for the percentage of cancer patients among all registered in Ukraine to increase over the past nine years, according to the statistical data of the MOH system. Relocation of HCIs during martial law is one of the ways to preserve the property of the institution and medical specialists. At the same time, the work of relocated institutions should be as problem-free and mutually beneficial as possible and should provide medical care to patients in the relocated place, displaced individuals, as well as residents who have not moved from the occupied and front-line territories.
