HEALTH MONITORING AS THE MAIN ELEMENT OF DETERMINING PUBLIC HEALTH PROBLEMS IN UKRAINE

Purpose: to develop conceptual approaches to the organization and implementation of health monitoring as the main mechanism for determining public health problems. To analyze the modern methods of planning, development and implementation of the system of monitoring and evaluation of the improvement of preventive measures in the field of public health at the local level, taking into account global challenges and systemic changes.
Materials and Methods. The research used the following methods: statistical, copying of statistical data, the method of expert evaluations and dynamic analysis.
The research was carried out on the basis of the analysis of the reports of the communal non-profit enterprise “Ternopil regional center of public health” of the Ternopil regional council, statistical directories of the center of medical statistics of the Ministry of Health of Ukraine, operational and reference information of the center of public health of the Ministry of Health of Ukraine, strategic provisions “On the public health system”.
Results. The conducted comparative analysis of the work of the Ternopil Public Health Center shows the negative trends of the main indicators that characterize it. The creation of the Ternopil Public Health Center made it possible to more effectively carry out targeted work on the formation of motivation for a healthy lifestyle in the population of the region, hygienic education of the population, introduction of preventive technologies into the practice of medical institutions, aimed at preserving and strengthening the health of the population.
Conclusions. The analysis and monitoring of the center’s activities showed the presence of threatening trends in the health of the region’s population. From year to year, a decrease in the population of the region, an increase in mortality and morbidity rates, and a decrease in the birth rate are recorded.
Also, strategic tasks and prospects for the development of public health centers in Ukraine are clearly defined in the work through monitoring.
