A SYSTEMATIC APPROACH TO THE ANALYSIS OF THE REFORM OF THE HEALTH CARE SYSTEM IN UKRAINE: NORMATIVE GUARANTEES AND PROBLEMS

Purpose: to analyze the changes and strategies of legislative support for reforming the health care system in Ukraine.
Materials and Methods. For the analysis, normative legal acts that were adopted in Ukraine at the time of independence were used. When conducting the research, general scientific and special research methods were used, including analysis and synthesis, comparison, generalization, system-structural analysis and analytical method.
Results. The legislative framework of the health care system of Ukraine regarding the provision of affordable and high-quality medical care to the population of Ukraine has been analyzed. Special emphasis is placed on the role and functions of the National Health Service of Ukraine. Problematic issues of remuneration of managers and employees of health care institutions are highlighted. Problematic issues regarding the introduction of medical self-governance in Ukraine are analyzed, namely the participation of the medical public in solving problematic issues in medicine and health care at the state level (staffing, improving the qualifications of medical workers).
Conclusions. The healthcare system of Ukraine urgently needs a unified structured legislative framework. The foundations of Ukrainian legislation on health care are to some extent a program document that requires further detailed development of the regulatory framework for each of its positions. We need a unique Code of Laws on health care, which will be clearly structured, with clearly defined relationships, duties and responsibilities of all participants in the health care system.
