A SYSTEMATIC APPROACH TO THE ANALYSIS OF THE REFORM OF ITS OWN HEALTHCARE SYSTEM IN UKRAINE

Purpose: to analyze changes and strategies for ensuring sanitary and epidemiological well-being in Ukraine.
Materials and Methods. For the analysis, normative legal acts that were adopted in Ukraine in 2012–2022 were used. When conducting the research, general scientific and special research methods were used, including analysis and synthesis, comparison, generalization, system-structural analysis and analytical method.
Results. The stages of reforming the health care system of Ukraine in the field of ensuring sanitary and epidemiological well-being during 2012–2022 have been analyzed. Complex regulatory and legal collisions in the cooperation of the state sanitary-epidemiological service (SES) and representatives of private business were noted. The development of the public health system has begun in the state to replace the SES. Today’s legislation in the field of health protection is based on the Constitution of Ukraine and consists of the Fundamentals of Ukrainian legislation on health care, the Law of Ukraine “On the Public Health System”, the Law “On Ensuring Sanitary and Epidemic Welfare of the Population”, the Law “On Protection the population from infectious diseases”, the Law “On the prevention of tuberculosis”, the Law “On the prevention of acquired immunodeficiency syndrome (AIDS) and social protection of the population”, the Law of Ukraine “On the basic principles of state supervision (control) in the sphere of economic activity”, other legal acts and sanitary standards. The Law of Ukraine “On the Public Health System” regulates the provision of systematic, effective prevention of both infectious and non-infectious diseases, the procedure for conducting epidemiological surveillance and investigation of disease outbreaks, but requires the adoption of a number of subordinate legal documents that will help its implementation in the field of health care.
Conclusion. The health care system in Ukraine will continue to require a clear strategic definition, the construction of a lean infrastructure, the establishment of unambiguous system connections and, as a basis, the development of a perfect regulatory and legal framework.
