ANALYSIS OF PROVIDING CARE TO PATIENTS WITH ONCOLOGICAL DISEASES IN THE CONDITIONS OF MARTIAL LAW

Purpose: to perform an analysis of providing care to cancer patients in Ukraine under martial law.
Materials and Methods. The study was conducted on the basis of information provided by the National Health Service of Ukraine and legal acts that regulate the implementation of the Medical Guarantee Program.
Statistical methods were used (analysis of relative values, calculation of the rate of absolute growth), structural and logical analysis and a systematic approach.
Results. In March 2022 a decline in the number of patients who received inpatient and outpatient medical care under the “Chemotherapy treatment”, “Radiological treatment” and “Treatment of oncohematological diseases” packages was recorded. The number of patients who received appropriate specialized medical care in hospital conditions decreased by 17.38–26.56 %, while within the outpatient package it decreased by 36.34–46.46 % compared to February 2022 before the introduction martial law.
A reduction in the number of pediatric patients was already observed in February 2022: by 10.34 % for chemotherapy treatment and by 77.78 % for radiological treatment. However, the most significant decline was recorded in April – by half (53.43 %) for the “Chemotherapy treatment” package, by 45.82 % for the “Treatment of oncohematological diseases” package and by a third (33.33 %) for the “Radiological treatment” package. It is worth noting that the number of children who received specialized medical care for the treatment of oncology in May 2022 halved in comparison to the number in January 2022.
As of March 2022, the number of services for early detection of oncological diseases decreased by 34.04–67.71 % compared to February 2022.
Despite the positive dynamics of the increase in the number of patients for inpatient and outpatient treatment, as well as for the early detection of neoplasms recorded in May 2022, it was still not possible to reach the pre-war level.
Conclusions. As a result of the Russian military invasion, the health care system of Ukraine suffered a negative impact, but the oncology service demonstrated its effectiveness and mobility, the ability to adapt to new working conditions. However, there is a need to develop recommendations for improving the system of providing medical care to cancer patients in the conditions of martial law.
