FEATURES OF PROVIDING THE POPULATION WITH MEDICINES DURING EMERGENCIES AND MARTIAL LAW: ANALYSIS AND PROSPECTS

Purpose: to identify ways to create reserves of medicines to provide the population during emergencies through a retail pharmacy network.
Materials and Methods. In the course of the study, general scientific methods were used. Among them are methods of analysis and synthesis, methods of a systematic approach. The basis of the study is models and methods for evaluating the activities of pharmacies during emergencies and martial law.
Results. The article reflects the problems of providing pharmaceutical services in emergencies and martial law. It is proved that in the conditions of real military aggression of the Russian Federation against Ukraine, especially at the first stage, the problem of providing the population with medicines, medical products and other types of parapharmaceutical products has become much more acute. The basic and technical reasons for the emergence of risks with the accessibility of the population to pharmaceutical services in emergencies and martial law are analyzed. Organizational legislative measures are proposed. The rationale for the ways and methods of creating logistics mechanisms is given, thanks to which the likelihood of risks is reduced.
Conclusions. In the face of the challenges that the world is currently experiencing (techno genic, climatic, military), there is a threat of a stable supply of the population with products of critical importance. First, these are medicines, the availability of which in emergencies is of priority, since in conditions of emergency conditions of a threat to health, the lives of the population increase sharply due to a physical threat (explosions, destruction) and through psycho-emotional reactions. As a result, the demand for medicines and medical devices is growing dramatically. In order to reduce risks in the issue of providing the population with medicines, mechanisms should be created for organizational impact on the work of pharmacies in emergency situations and the creation of reserves of medicines on the basis of pharmacies of all forms of ownership.
