MEDICAL GUARANTEES PROGRAM FROM THE NATIONAL HEALTH SERVICE OF UKRAINE IN 2019–2020

Abstract

Purpose: to analyze the implementation of the program of medical guarantees from the National Health Service of Ukraine (NHSU).

Materials and Methods. The study used data from the State Statistics Service of  Ukraine and the NSSU. Research methods used: systematic approach, medical and statistical.

Results. An increase in the share of the population who signed a declaration of primary health care from 69.0 % to 74.0 %. The highest level of declarations was observed in Vinnytsia and Kyiv oblasts, the lowest – in Luhansk, Donetsk and Odesa oblasts. When concluding declarations in 2020, patients most often chose family doctors (66.0 %) and much less often pediatricians (19.9 %) and therapists (14.1 %). In 2020, funding for priority medical services increased: treatment of acute stroke by 61.7 % and acute myocardial infarction by 77.6 %. Medical care for childbirth decreased by 7.3 % and for newborns in complex neonatal cases by 27.8 %. The cost of instrumental research aimed at early diagnosis of tumors has decreased significantly by 7.6 times, due to a significant reduction in the availability of outpatient diagnosis due to the COVID-19 pandemic. 43.5 % of the total number of beds in health care facilities were involved in inpatient treatment of patients with COVID-19, of which 3.3 % were in intensive care units. The number of PMD providers who signed a contract with the National Health Insurance Fund increased 2.1 times. In 2020, the number of pharmacies and drugstores that cooperate with the National Health Insurance Fund increased by 3.9 %, the average cost of a prescription by 10.5 %. Payment for electronic prescriptions was made for cardiovascular diseases (77.64 %), type II diabetes mellitus (18.92 %), bronchial asthma (3.42 %), rheumatic diseases (0.01 %).

Conclusion. The data show an increase in funding for the program of medical guarantees in the main areas of health care, building quality communications with stakeholders, patient-centered NSSU, strengthening cooperation with NGOs, which increases the availability and quality of health care in Ukraine.
