Abstract

Purpose: to identify, analyze and update the main public health problems in Ukraine in accordance with the legal framework and taking into account the current epidemiological situation, significantly changed by the effects of the pandemic.

Materials and methods. The bibliosemantic method and the method of system analysis were used in the research, as well as the legal framework of the public health system in Ukraine and scientific sources were analyzed.

Results. The research takes into account the risks and challenges posed by the current epidemic situation caused by the pandemic caused by the spread of COVID-19 coronavirus disease to public health workers, health care providers and society at large. The general provisions of the study correspond to the principles of the Concept of Public Health Development of the Ministry of Health of Ukraine, which determines the relevance and prospects of intelligence to approximate the practical implementation of reducing morbidity, reducing mortality, maintaining health and increasing life expectancy. Such results are not only the goal of Ukrainian public health projects, but also European and global trends and concepts to strengthen and preserve public health. Among the mentioned problems are those related to the performance of public health functions of their main functions, defined by law, and outlined the directions of their solution.

Conclusion. Thus, a set of measures to optimize the public health system in accordance with the challenges of the current epidemiological situation is considered as a multifaceted set of measures that require appropriate structuring and stratified planning at various levels for gradual implementation in all areas of health and human life in general.
