Conclusіons. An analysis of existing social programs in public health has revealed many problems. First of all, economic and organizational. However, theoretical, methodological and legal problems also need to be addressed. Evidence suggests that investing in public health is cost-effective because it provides for a fourfold return on investment, which is definitely beneficial for the entire healthcare sector. The state’s vision of their importance and significance is important for the future successful implementation of social programs in public health. The initial principles of their development were laid. However, today it is very important to have a partnership between the branches of central and local government in the interests of ensuring a comfortable life for the population. Particular attention should be paid to overcoming the COVID-19 pandemic, which has made significant changes in a number of chronic and acute diseases.
