STUDY OF THE EFFECTIVENESS OF INTERACTION OF MEDICAL INSTITUTIONS WITHIN ONE HOSPITAL DISTRICT IN DIFFERENT REGIONS OF UKRAINE

Purpose: to determine the peculiarities of the formation and operation of hospital districts, their advantages and disadvantages, which are identified after the first stage of medical reform, on the example of Eastern Poltava Hospital District, determine the degree of interaction between different health care institutions when providing secondary specialized medical care within one hospital district.
Materials and Methods. General scientific research methods were used, such as the statistical method, the method of economic analysis and the system approach. The research is based on the materials provided by the Eastern Poltava district, official statistics and the results of the literature by the authors of the article.
The system approach was used to study an object (medical institution) as a whole set of elements in a set of relations (within one hospital district) and connections between them. The method of economic analysis made it possible to study the formation and development of the processes of the medical institution by identifying and determining the relationship and changes in its indicators, quantitative and qualitative determination of the influence of factors and their combination on these changes.
Results. The problem of creating hospital districts and the mechanism of interaction of health care institutions on the example of the Eastern Poltava Hospital District is highlighted. The advantages and disadvantages of this approach in the provision of secondary care are identified. Studies indicate that the medical reform, which has led to the emergence of hospital districts and hospital centers of secondary specialized medical care, territorially associated with regional administrations is quite effective. The system of creating hospitals that provide secondary specialized medical care allows to implement the principle of “money follows the patient” and promotes the overall development of hospitals by obtaining funding from the city, district or regional budget for the reorganization and modernization of the medical institution. Thus, the system of medical services is being improved, the transition to a qualitatively new level is underway, which is fully focused on meeting the needs of the patient.
Conclusions. Medical reform that has led to the emergence of hospital districts and secondary specialized hospital care centers that are territorially associated with regional administrations is quite effective. The system of creating hospitals that provide secondary specialized medical care allows to implement the principle of “money follows the patient” and promotes the overall development of hospitals by obtaining funding from the city, district or regional budget for the reorganization and modernization of the medical institution. Thus, there is an improvement in the system of medical services, the transition to a qualitatively new level, which is fully focused on meeting the needs of the patient.
