MEDICAL-SOCIAL JUSTIFICATION OF LOGISTICS IN THE MANAGEMENT OF MUNICIPAL NON-PROFIT ENTERPRISE IN THE HEALTH INSTITUTION

Purpose: to reveal the peculiarities of applying logistic approaches in the management of the municipal non-profit enterprise (MNE) of a health care institution.
Materials and Methods. Analysis (theoretical review of the scientific literature on the problem of research); a synthesis that made it possible to integrate the individual parts of the facility into a single unit (outlining the essential elements of the medical supply and the flow of resources in the MNE of a healthcare facility); comparative analysis, which allowed us to compare phenomena in order to establish similarities or differences between them.
Results. The article deals with the essence of the concept of “logistics”, “logistics system”. The main functions and components of the logistics system are given. Elements of medical supply of resources to the MNE of a healthcare facility were identified; outlined the flow of resources in the MNE of a healthcare facility. The features of application of logistic approach in managing the flow processes of medical institutions are determined. It was found that there are several types of flows in the MNE in the healthcare sector (patients, information, finance, logistical resources) that form a single multicomponent flow, where patients are the primary objects of effective management, as they depend on dynamics of indicators of other types of flows. An effective mechanism for organizing logistical processes related to resource flows and their use in the municipal non-profit enterprise of a healthcare facility is one of the elements of business process optimization. The importance of the set of resource flows involved in business processes is emphasized, which influences the formation of effective logistic management systems. The principles of logistics, which must be guided by the MNE of the health care institution for the development of logistics systems: rationality, integrity, systematicity, hierarchy, integration, formalization and formation. The necessity of introducing logistical innovations into the MNE is substantiated. The directions of application of logistics in the management of the National Healthcare Institute are offered.
Conclusions. Implementation of logistic approaches will help to increase the level of organization of work of medical establishments, culture of service of patients and, finally, to solve the problem of self-financing and logistical support of the whole branch by establishing their profitable work.
