PRIORITY DIRECTIONS OF DEVELOPMENT OF UNIVERSITY CLINICS

Purpose: to carry out medical and social substantiation of the development priorities of university clinics in the new economic conditions.
Materials and Methods. Methods of a systematic approach and analysis, information-analytical, sociological and medical-statistical methods were used. The information base for the formation of priority directions for the development of university clinics were the scientific works of domestic and foreign experts in the field of public-private partnership (PPP) and management, as well as the results of our own sociological studies. A case study covered 407 patients and 109 doctors in Dental Medical Center of O. Bohomolets National Medical University in 2018–2019.
Results. Priority directions for the development of university clinics based on the introduction of public-private partnership (PPP) mechanisms are substantiated in the article. The advantages of the union of state and private business is an essential condition for organizing a modern model of a university clinic. PPP is the basis for the formation of legally and economically independent clinical university bases with effective technology of the medical and pedagogical process, a management and training system. PPP allows increasing investment flow to university clinics, creating conditions for using private entrepreneurial initiative, providing greater resource mobility, adapting to changing conditions of clinic functioning, as well as economic sustainability of the clinical university base.
Conclusions. The results of the study showed that the current model of university clinics is not adapted to the new economic conditions, which requires the development of modern organizational and legal foundations for creating university clinics on the principles of public-private partnership.
