Abstract

Purpose: to show dependency of health policy approaches on the financial component at primary care level.

Materials and Methods. We use system analysis methods to analyze state health policy implementation through the reform of family doctors remuneration mechanism.

Results. Based on a critical study and legislative framework analysis, the article shows features of primary care unit financing. We highlight some points of family doctors activity which are especially sensitive to the system’s financial changes. Competitive environment in the relations between public and private institutions that will provide primary health care in Ukraine and the role of finance in the development of this relationship is shown. We propose ways to stimulate family doctors’ interest in public health.

Conclusions. It is shown that the key functional unit of primary health care today is a family doctor, and the guarantor of health care and medical care to the population is the head physician of the primary health care center. It was he who was entrusted with establishing a care system, equipping the institution, providing service conditions for patients and family doctors.
