ALGORITHM FOR CONSTRUCTING AN ONTOLOGIES TREE FOR THE CONCEPT OF PROFESSIONAL COMPETENCE OF PUBLIC HEALTH PROFESSIONALS

Purpose: to introduce an algorithm for constructing an ontologies tree and its main components.
Materials and Methods. The study is methodologically based on dialectical method of scientific knowledge using a systematic approach. In the research process, general scientific and special methods of cognition have been used: the method of logical generalization – in the study of existing approaches to the essence of competences; systematization and generalization – when substantiating class definition criteria for each ontology; multi-factor analysis – in the process of developing an ontologies tree, the notion of professional competence of public health professionals.
Results. In order to increase the level of competence of public health professionals, the article proposes an algorithm for constructing an ontology tree of the concept of professional competence, which will include the following procedures: determining the structure of an ontology tree; definition of top-level ontology concepts (terms); definition of classes for each ontology; formation of glossaries for each ontology; distribution of concepts by classes and levels; definition of connections between concepts; editing ontologies to match professional and managerial requirements.
Five areas of competence are outlined that will shape the general notion of professional competence of public health professionals.
Conclusions. Introduction of the established ontologies of public health professionals professional competence will lead to unification of selection criteria for relevant positions, creation of indicators for activities assessment and attestation, and develop public health education programs, considering current requirements and taking into account established standards of required skills and knowledge.
