QUANTITATIVE ASSESSMENT OF THE QUALITY OF PROVIDING REHABILITATION SERVICES IN THE CONDITIONS OF PUBLIC-PRIVATE PARTNERSHIPS

Abstract

Background. The issues of optimization of sanatorium-resort rendering of medical care by means of its quantitative assessment are considered. The aim of the study was to determine the ways of using industrial criteria for the quality of medical care to patients in a public-private partnership.

Materials and methods. Results. The main methods of digitalization of processes were industrial criteria. The use of Pareto assessment methods and the Taguchi loss function allows us to quantitatively characterize the improvement in the quality of medical care in public-private partnership (PPP). The quality of the service was carried out in a sanatorium and was assessed by varying technological indicators. It is she who can become decisive in the conclusions regarding the quality of rehabilitation services and be the main reason for poor quality. Emphasizing the importance of changing the process variants, relative to significant indicators and the available average values with the given ones, the ways of reducing the influence of various confounders, ensuring the robust design of the parameters of rehabilitation procedures are shown.

Conclusions. It is shown that the indicators of clinical work and the average results of rehabilitation in conditions of PPP and public administration are similar. However, the repeatability of results under PPP conditions was significantly higher, and the number of medical errors decreased by 42 % ± 3 %. The integrated assessment by the Pareto and Taguchi methods turned out to be biased towards PPP. The distance VA was 1.7 conventional units, which can be considered a quantitative proof of the effectiveness of the new format of the sanatorium's activities.
