Healthcare systems around the world are characterized by constant and high costs, inadequate costs and patient outcomes. A number of countries, in particular the United States, are moving to a value-oriented model. Accordingly, there is the problem of a new definition of health. However, such a definition cannot be formulated without a proper understanding of what "health" really means. The goal of the work is to generalize approaches to the definition and measurement of individual and population health.</p> <p>Materials and methods. Results. Human health is considered as a result of the functioning of a complex self-regulating system, its emergent properties. Problems of quantitative health assessment are analyzed on the basis of direct and indirect research methods, complex, multicriteria and integrated assessments. Methodological aspects of data processing on human health are discussed, methods of convolution of indicators, indicators of the patient's condition.</p> <p>Conclusions. The identification, assessment and management of personal health should be seen today as the most important social issues that need to be addressed immediately. A new concept of definition and assessment of individual and population health is proposed. A new definition of health is proposed, an approach to the development of models-classifications of health conditions of patients and populations, the possibility of health assessment with a set of representative parameters, taking into account incomplete and inaccurate knowledge about their importance and priority of assessment. For the processes of medical rehabilitation, the proposed concept provides a quantitative tool for a loyal assessment of the correctness of the chosen path to recovery.</p> O. P. Mintser, O. V. Using the available statistics on the monthly incidence and prevalence of HIV / AIDS in Ukraine and statistical demographic data of the Ukrainian population, a model was built that describes three subgroups of the Ukrainian population in dynamics with respect to the epidemic process of the disease. The aim of this study is to use an SD approach in the modeling of the HIV/AIDS epidemic in Ukraine to estimate its features and trends.</p> <p>Materials and methods. Used open statistical data on the monthly incidence and prevalence of HIV / AIDS in Ukraine, as well as statistical data on the population of Ukraine.</p> <p>Results. The analysis of the model showed that the key parameters of the HIV / AIDS epidemic process decrease over time. The developed dynamic model was investigated for equilibrium stability. It was shown that a small disturbance of the dynamic system (population change, introduction of prevention strategies, etc.) can lead to a shift in its balance to a new equilibrium point. The fact that the key parameters of the HIV / AIDS epidemic process are declining indicates the effectiveness of existing prevention strategies, such as testing and antiretroviral therapy.</p> <p>Conclusions. In the field of HIV prevention, analytic models become necessary for analysis of recent epidemiological data, so simulation of impact of dynamic behavior of HIV prevalence in recent population. In our research, we proposed to consider Ukrainian population as a dynamic system in the context of HIV epidemics. The paper analyzes new areas of medical and biological informatics in terms of learning their materials and technology of knowledge transfer. The global purpose of these areas is to provide a link between the basic conceptual approaches and constructs of systems medicine and systems biology. The goal of the work is to present methods of highlighting the achievements of systemic biomedicine.</p> <p>Materials and methods. Results. Two modern directions of development of systemic biomedicine are considered: "precision medicine" (as a purely medical trend) and bioinformatics of the inflammatory agent (as a purely biological trend). In precision medicine, the main focus is on determining which approaches will be effective for certain patients based on genetic, environmental and life factors. It is proposed to actively use specialized knowledge bases for knowledge transfer, which are also an important tool of bioinformatics to check the pathogenicity of the pathogen.</p> <p>Conclusions. Researchers can use open data to study a wide range of diseases to better predict the risk of disease, understand its possible course, and find improved strategies for diagnosis and treatment. We regard precision medicine as a fundamentally new direction that enhances the effectiveness of practical medicine. The emergence of systemic biomedicine forces to radically change not only the methods of teaching material, assessing the assimilation of educational content, but also to pay much more attention to the standards of medical care.</p> L. The issues of optimization of sanatorium-resort rendering of medical care by means of its quantitative assessment are considered. The aim of the study was to determine the ways of using industrial criteria for the quality of medical care to patients in a public-private partnership.</p> <p>Materials and methods. Results. The main methods of digitalization of processes were industrial criteria. The use of Pareto assessment methods and the Taguchi loss function allows us to quantitatively characterize the improvement in the quality of medical care in public-private partnership (PPP). The quality of the service was carried out in a sanatorium and was assessed by varying technological indicators. It is she who can become decisive in the conclusions regarding the quality of rehabilitation services and be the main reason for poor quality. Emphasizing the importance of changing the process variants, relative to significant indicators and the available average values with the given ones, the ways of reducing the influence of various confounders, ensuring the robust design of the parameters of rehabilitation procedures are shown.</p> <p>Conclusions. It is shown that the indicators of clinical work and the average results of rehabilitation in conditions of PPP and public administration are similar. However, the repeatability of results under PPP conditions was significantly higher, and the number of medical errors decreased by 42 % ± 3 %. The integrated assessment by the Pareto and Taguchi methods turned out to be biased towards PPP. The distance VA was 1.7 conventional units, which can be considered a quantitative proof of the effectiveness of the new format of the sanatorium's activities.</p> P. P. This paper describes the mathematical model for human thermoregulation in warm water and demonstrates results for impact of warm water immersion in man during resting conditions and exercises. The purpose of the work is to describe a mathematical model of human thermoregulation in warm water and demonstrate the effects of immersion in warm water on a person under conditions of rest and exercise.</p> <p>Materials and methods. Model is realized as friendly user computer simulator. The model makes prediction based on the human data, metabolic rate, environmental conditions and clothing biophysics.</p> <p>Results. Modeling resulted in the conclusion that human immersion in warm water is the rapid time process demanding severe control. Comparison of modeling results with measurements in volunteers approved these data. It was demonstrated that dynamics of human heating is highly sensitive to residence time in water. Model predicted main significant effect of human exercises on thermoregulatory responses and human temperatures in different warm water. Physical activity in warm water accelerates the time processes and gains human heating. Additional metabolic heat producing during performance in warm water elevates core temperature significantly.</p> <p>Conclusions. Modeling showed that steady state depends on human time in water. During short time of immersion even at high water temperature it could be no danger of human overheating, however as human stays in water the danger of overheating become critical.</p> I. J. Issues of continuous professional development of rehabilitation specialists, doctors of sanatorium profile are considered. Possibilities of distance education and features of assessment of competences and knowledge of doctors in mobile medicine are analyzed. The purpose of the study was to substantiate the strategy of rehabilitation programs for rehabilitation and assess the possibility of remote testing.</p> <p>Materials and methods. Results. It is offered to use logic of construction of hierarchy of clinical data — ontological models for tasks of training of doctors of sanatorium-resort direction. A rehabilitation-oriented ontology is proposed that provides the necessary explanations and provides personalization capabilities based on the structural connections between clinical concepts in the ontology. Remote provision of medical care is possible under the condition of appropriate conceptualization, which is based on the principles of substantiation of steady states, trigger-cascade representations, use of ontologies of knowledge. At the postgraduate stage of education of a specialist, distance learning should become an important part of the educational process. Communication with patients, and especially people with disabilities, imposes special requirements on rehabilitation specialists for their professional training in compliance with the rules of ethics and deontology. Improving the knowledge of moral, ethical and deontological bases of communication with patients and the peculiarities of the psychological state of people with disabilities will contribute to a conflict-free atmosphere of treatment and recovery of patients.</p> <p>Conclusions. The general dissemination of information does not guarantee its quality and reliability, although it contributes to the formation of more conscious and independent professionals. The traditional communication model of education has given way to more open and participatory models in which physicians, acting in a wide range of learning environments and networks, share information and knowledge with other participants.</p> O. Knowledge representation and reasoning is the field of artificial intelligence dedicated to representing information about the world in a form that a computer system can utilize to solve complex tasks such as diagnosing a medical condition or having a dialog in a natural language. A semantic network, or frame network is a knowledge base that represents semantic relations between concepts in a network. This is often used as a form of knowledge representation. Expert systems are a class of computer programs that offer advice, analyze, classify, advise, and diagnose.</p> <p>After studying and analyzing the problems of the field of genetics, we decided to develop an expert system, which with the help of the available knowledge base will be able to determine and clarify the diagnosis, provide advice and, if necessary, appoint additional examinations. The purpose of this work is to develop a computer software "Expert system for diagnosing genetic disorders".</p> <p>Materials and methods. The research material is the work of a geneticist who diagnoses and prescribes treatment to patients, maintains medical records.</p> <p>Results. The result of the research of the work of employees of the department of medical genetics of Children's Hospital and the analysis of the specifics of the implementation of medical expert systems is an expert system that optimizes the work of department staff. The software product "Expert system for diagnosing genetic disorders" is installed on any number of computers in the department.</p> <p>The system implements the following functions: work in two modes: the mode of knowledge acquisition and the mode of consultation; establishing the correspondence of symptoms, further treatment and diagnoses in the mode of acquiring knowledge; diagnosis of the patient when choosing symptoms from a list; providing referrals for clinical trials to clarify the diagnosis; providing a treatment protocol for the diagnosis.</p> <p>Conclusions. The issues of purpose, technological organization and expediency of conducting a questionnaire to ensure knowledge transfer are considered. The purpose of the study was to determine the role of questionnaires in the educational process.</p> <p>Materials and methods. Results. Questionnaire — a complex structured process that has its own functional purpose, conceptual provisions, methodology, principles of processing the results. The stochastic use of questionnaires for questionnaires is only harmful. The research function of the questionnaire involves the existence of a sound algorithm for conducting research aimed at studying the opinions, attitudes of respondents to the problem under study and direct and indirect measurements.</p> <p>Conclusions. It is proposed to change the logic of designing and processing data from questionnaires. Among the list of questions, it is important to ensure the repetition of fragments that are aimed at revealing a specific fact or phenomenon, but expressed in other words.
