CONCEPTUAL OVERVIEW
Background. The phenomenon of aging includes a group of interrelated processes occurring at the organism, tissue, cellular and molecular genetics levels. It has long been suggested that aging is closely related to the complex dynamics of physiological systems that support homeostasis and, in particular, to the deregulation of regulatory molecular networks. The paper presents evidence of the importance of the dynamics of such complex systems during aging and the fact that physiological deregulation (the gradual destruction of the ability of complex regulatory networks to maintain homeostasis) is an emergent property of these networks that plays an important role in old age.

Purpose. The purpose of this review is to summarize the existing concepts about the main determinants of aging and longevity, as well as to consider the trends in the development of mathematical models of aging processes.

Results. Materials and methods. It is shown that the lack of integrated translational research in the development of systemic medicine and systemic biology is one of the main factors limiting the provision of modern means in solving the problem of anti-aging. Among the main factors of aging, attention is drawn to the fact that exposure to mitochondria is an attractive prospect for achieving improved health and longevity, since the rejuvenation of old, mitochondria can be an important therapeutic strategy for improving the health of older people.

Conclusion. It is also postulated that the speed and ease of integrating modern software systems for modeling biological systems allow researchers to study large models, including their interaction in multidimensional formats with ensembles of small models.
O.P. The problems of early diagnosis of breast cancer are related to the quality and life expectancy of women. One of the ways to solve this problem is to conduct screening — a preventive examination of women, starting from 35 years.

The contact digital thermography of the mammary glands meets the requirements for the primary examination of the mammary gland, but evaluation of the results of thermography requires the training of qualified specialists.

Purpose. Solving the problem of simplifying and accelerating the evaluation of the results of thermography data can be accomplished by developing a software package for the automated evaluation of thermograms.

Materials and methods. 685 records of thermograms of women aged 18-86 years, which have the final diagnosis based on a comprehensive examination was analyzed. To estimate the distribution of the temperature of the mammary glands, an algorithm for estimating the Hurst index for the high dimensional fractals was used.

Results. By the statistical analysis, significant indicators describing the field of temperature of the mammary glands, which allow discriminating the norm and pathology, were revealed. On the significant variables, a mathematical model of prediction of the risk of breast pathology was constructed. The automated system was implemented by mean of nonlinear neural network models, which allows 90.2 % sensitivity and 85.1 % specificity to predict the risk of pathology.

Conclusion. The automated system is developed that allows using the thermography method to detect breast pathology during screening studies by a trained medical professional with nursing or paramedic education or family doctors.
V. The life expectancy of a person has increased dramatically in recent decades. The increase in the number of elderly and senile people creates serious problems for health care systems, and in this context the promotion of healthy aging is crucial. Despite a variety of cost containment strategies, the retrograde nature of health systems complicates the process of reducing overall costs. Problems of the analysis of possibilities of finding resources for financing of the health care sector, first of all, by introduction of insurance medicine are considered.

Results. Materials and methods. The main purpose of the work was to analyze the possibilities of finding resources to finance the health sector. It is shown that personalized medicine should become the global goal of the strategic development of insurance and system medicine. The empirical question remains: is an effective policy to contain common expenses? How can personalized medicine be provided? Insurance medicine is largely prone to moral hazard. Therefore, its implementation creates certain risks, which in practice is difficult to control. One of the effective methods for preventing asymmetry of information (moral hazard) and significantly improving the quality of systemic medicine is the introduction of ontologies of knowledge.

Conclusion. The transition from independent documents to the concept of semantic documents allows extending the thesaurus of ontology, without requiring it's restructuring. In addition, semantic documents can integrate several ontologies of various subject areas to form a single transdisciplinary information space, reduce time and financial costs for the implementation of consolidation systems of insurance and systemic medicine. The use of computer ontologies in the field of insurance medicine allows you to create a single information space with a unified vocabulary of terms in the subject area to ensure a common understanding between expert doctors and insured experts.
O.P. The educational program and curriculum for the training of applicants for higher education degree of Ph.D. at the third (educational and scientific) level in all forms of education for the specialization «Medical and biological informatics and cybernetics» are presented. Education in graduate school and outside it takes place in accordance with the Law of Ukraine «On Higher Education», resolutions of the Ukrainian Cabinet of Ministers 03.23.2016 No. 261 «On Approval of the Procedure for Training Applicants for Higher Education to the degree of Ph.D. and Doctors of Science in higher educational institutions» and 12.30.2015 No. 1187 «On the approval of the Licensing Conditions for the implementation of educational activities of educational institutions».

Results. The final goals in the discipline «Medical and Biological Informatics and Cybernetics» are directed at obtaining in-depth knowledge of the specialty in which the applicant conducts research, in particular mastering basic concepts, understanding theoretical and practical problems, mastering the terminology in the scientific field under study, and other.

Conclusion. It is known that the curriculum in accordance with the order of the Ministry of Education and Science of Ukraine is a regulatory document (standard) of a higher education institution. However, the educational program and curriculum are drawn up at the Department of Medical Informatics, which is the core of the postgraduate medical education system, so the proposed documents can be considered as a unified educational program and curriculum.
O.P.
