Abstract

The aim of the work. To analyze the health care expenditures of the population and the state in the current realities of insurance medicine.

Materials and Methods. The theoretical and methodological basis of the article were the official documents of the Ministry of Health, the works of domestic and foreign scientists, Internet resources. The study was conducted using the methods of theoretical generalization, benchmarking, analysis and synthesis, which made it possible to analyze the economic costs of health care.

Results and Discussion. If we consider the health of the population from the point of view of the productive force, it is an integral part of the production cycle, which is the basis of state development. Understanding this leads to high health care costs in economically developed countries. Is it possible to introduce social health insurance now? Yes, subject to the extension and supplementation of bills on health insurance, as well as a clear definition of procedures for their application. However, particular attention needs to be given to the coherence of compulsory health insurance with Ukrainian realities. Are the state and employers ready to bear financial responsibility for the employee? The issue is debatable.

Conclusions. The introduction of social health insurance is appropriate for providing comprehensive treatment, providing medicines; quality control of treatment, appropriate level of training of doctors. Effective operation of insurance medicine is possible with a stable economy. Healthcare spending in Ukraine in 2019 averaged 51 % of the total.
