SOCIAL, MEDICAL АND ECONOMIC EFFICIENCY ОF HEALTH CARE ІN THE PERIOD OF REFORM

In the 28 years of it Ukraine's independence, 28 healthcare ministers – academics with a worldwide name, professors and just ordinary people – have been at the forefront of health care. All of them have promised to improve health care and achieve positive outcomes in human health indexes. Instead, human health has been steadily deteriorating and has seen unprecedented results – a decrease of 8 million people.
The aim of the study – to analyze and evaluate the social, medical and economic effectiveness of health care during its reform period.
Materials and Methods. The data of general and sectoral medical statistics for the whole period of existence of independent Ukraine, data of sociological survey of women of childbearing age were used. Statistical, sociological methods and systematic analysis were used to process the materials.
Results. To date, very negative effects have been noted in the sections of social, medical and economic health care efficiency. Population mortality and morbidity are increasing, but the cost of medicine remains extremely low. Medical reform stands apart from all problems.
Conclusions. Medical reform does not solve its main task – ensuring social, medical and economic efficiency. Continuing this tradition will lead to catastrophic consequences for the Ukrainian people.
