SPECIFIC ASPECTS OF LEGAL SUPPORT AND PUBLIC ADMINISTRATION OF MEDICAL REHABILITATION OF MILITARY PERSONNEL

The system of medical rehabilitation of servicemen in Ukraine is currently an important component of national security, which ensures the quality of public health. That is why high-quality legislative support and public administration of this sector requires an effective regulatory framework and is of great interest to both lawmakers and scholars. The purpose: to study certain aspects of legal support and public administration of medical rehabilitation of servicemen based on the analysis of legislation and literature. Materials and Methods. The theoretical (analysis, generalisation, comparison) and empirical (analysis of legal acts, modelling, forecasting) methods were used. Comparative analysis was used to compare Ukrainian and international experience in the field of medical rehabilitation of servicemen, and modelling was used to assess the prospects for improving legislation. Results. The results of the study revealed a number of significant problems in the legal support and public administration of medical rehabilitation of servicemen in Ukraine. One of the main obstacles is the fragmentation of existing legal acts regulating different types of rehabilitation – medical, psychological, and social. These documents are often not coordinated with each other, which leads to differences in their interpretation, legislative conflicts and, in general, to a decrease in the effectiveness of rehabilitation measures for servicemen. Conclusions. The study revealed fragmented legislative support for medical rehabilitation of servicemen and women in Ukraine, lack of uniform standards and adequate funding. Insufficient coordination between government agencies and the lack of comprehensive programmes complicate access to rehabilitation services. Analysis of international experience shows the effectiveness of a comprehensive approach that combines medical, psychological and social rehabilitation. To improve the situation, it is necessary to implement the National Rehabilitation Programme, increase funding, coordinate interagency cooperation and update the regulatory framework.
