ANTIMICROBIAL RESISTANCE AS AN OBJECT OF STRATEGIC MANAGEMENT IN THE PUBLIC HEALTH SYSTEM: A PERSPECTIVE THROUGH THE LENS OF PROFESSIONAL TRAINING

Purpose. To investigate antimicrobial resistance (AMR) as a strategic challenge in the public health system and to assess the level of professional readiness of future specialists to implement infection control programs and Antibiotic Stewardship. Materials and Methods. A cross-sectional socio-hygienic study was conducted among 39 higher educa- tion students of Ternopil National Medical University. An author-designed questionnaire, “Assessment of Aware- ness and Professional Readiness of Future Specialists to Combat Antimicrobial Resistance”, was used, cover- ing cognitive, educational-technological, behavioral-communication, and strategic-management domains. Data collection was carried out online, and statistical analysis was performed using variation statistics methods with Microsoft Excel. Results. A 100% nominal awareness of the concept of AMR among higher education students was estab- lished; however, only 30.8% were familiar with international WHO/ECDC programs. 78.9% of respondents expressed the need to modernize educational modules, and 97.4% identified AMR as the main challenge of the coming decades. A “communication paradox” was revealed: absolute readiness for awareness-raising activities (100%) is combined with skepticism regarding patient compliance (5.1%). Students identified strengthening control and audit of prescriptions (64.1%) as a priority measure, which is consistent with the objectives of the State Strategy 2030. Conclusions. Antimicrobial resistance is a key object of strategic management in the field of public health. The professional training of future specialists requires transformation from theoretical knowledge acquisition to practi- cal mastery of Antibiotic Stewardship tools, simulation technologies, and behavioral economics models. The high demand for digitalization and audit indicates the readiness of young professionals to implement data-driven policy and to shape a new management paradigm.
