CHARACTERISTICS AND ANALYSIS OF MANAGEMENT IN THE PUBLIC HEALTH SYSTEM OF UKRAINE

Purpose: to investigate The purpose of the study is to comprehensively analyze the current state of the public health management system in Ukraine, identify key problems, and develop recommendations to improve its effec- tiveness. Materials and Methods. Given the multi-tasking of the public health system, its operational functions and the tasks it faces today in the context of its transformation and the challenges of martial law, it is relevant to use an interdisciplinary approach to studying management in this area. The naturally interdisciplinary nature of the public health system requires the integration of medical knowledge and skills, epidemiology, sociology, general hygiene, psychology, economics, legal regulation and public administration. The results of the study Public health management is considered from the perspective of systems analysis and a systems approach. Public health management in Ukraine is a comprehensive activity aimed at preserving and strengthening the health of the population through epidemiological surveillance, disease prevention, promo- tion of a healthy lifestyle, and response to threats. It is coordinated by the Ministry of Health and the Center of Public Health, covering state centers for disease control and prevention, medical institutions, and local govern- ments. Research on public health governance requires a comprehensive methodological approach that combines dif- ferent scientific paradigms and tools. Unlike classical medical research, which often focuses on individual patients, public health research encompasses entire populations and complex systems of interactions. Conclusions. Ukraine is undergoing a transformation, aiming to become a proactive, interdisciplinary system that focuses on disease prevention rather than treatment, and on emergency response to emergencies. This is the kind of management system that requires consolidation of efforts and resources.
