THE URGENCY OF CONSIDERING STRATEGIES FOR COUNTERING EPIDEMIOLOGICAL CHALLENGES AS A COMPLEX PHENOMENON IN THE PUBLIC HEALTH SYSTEM

Purpose: To substantiate the necessity of considering strategies for countering epidemiological challenges as a complex phenomenon that extends beyond purely medical issues and encompasses legal, economic, managerial, and social aspects, particularly by strengthening the "One Health" approach. Materials and Methods: The study employs general scientific methods of analysis and synthesis, a compara- tive analysis of international regulatory acts (specifically the WHO Pandemic Agreement), and scientific literature regarding the consequences of the COVID-19 pandemic. The research materials included publications in special- ized scientific journals regarding response to COVID-19. Bibliosemantic and information-analytical research meth- ods were utilized. Results: The article examines the new WHO international treaty on pandemic prevention and its significance for Ukraine. Historical experience and modern challenges related to the globalization of infectious diseases are ana-lyzed. It is determined that responding to pandemics requires governments to perform a complex balance between anti-epidemic measures, the preservation of economic stability, and the observance of human rights. The problems regarding the crisis of trust in international institutions and the strengthening of the role of nation-states during the COVID-19 pandemic are highlighted. Special attention is paid to the politicization of healthcare governance and the influence of disinformation. Conclusions: It is demonstrated that effective countering of future pandemics is possible only through the implementation of a multisectoral approach that combines medical measures with economic incentives, legal pro- tection, and effective communication. Restoring public trust and international cooperation are key elements of global resilience. The development of the "One Health" approach is crucial for strengthening the public health system.
